He is a dog who has been failed—used, discarded, and<br/>abandoned over and over again. After 2½ years of bouncing in and out of shelters, survival is all he knows. When the world has taught you that people disappear, you learn to protect yourself.<br/>Tommy has a big bark, especially around men or tall people, but it’s not aggression—it’s fear. It’s his way of saying “please don’t hurt me” before anyone gets close enough to leave him again. He has never bitten anyone and has never attempted to bite while in our care. When Tommy finally feels safe, when he trusts you, he melts into the sweetest, gentlest, happiest boy. That side of him is real—but it only comes out when someone is patient enough to stay.<br/>Right now, Tommy is still living in survival mode. And while he’s comfortable where he is, this is not the life he deserves.<br/>We are urgently searching for a dedicated, patient foster who can help Tommy transition into a real home—one with calm energy, predictable routines, and understanding. He would do best with another dog for confidence, but not with dominant males. He needs a quieter household, minimal foot traffic, and no children under 15, as sudden movements overwhelm him.<br/>Tommy should not have to spend another year fighting for his life from behind kennel doors.
