Many of them have never worn collars, are unfamiliar with leashes, and being outside is frightening. While you can catch glimpses of their unique personalities, most of these dogs are not accustomed to functioning independently and can easily become overwhelmed. They are very loving animals but lack the confidence to seek out interactions. At this time, all members of the group should be considered flight risks.
