Dusty (In Foster)

Dusty is an adorable 3-year-old special needs Shih Tzu. He was abandoned in our lobby by his owner, without saying a word. He was so confused as to what was going on, but he slowly began to trust. Dusty was so heavily matted we could barely see him, but when the veterinarians shaved his fur, his eyes were very scarred over showing he has limited vision.
