Sweet Penelope came to us as a stray and was never reclaimed. Upon coming in the shelter, Penelope showed us her social, happy self and hasn't wavered from that. We are starting to see her playful side as well now! Penelope's past is a mystery so her family should be dedicated to getting to know her and understanding her.
