Our Mission

The Elizabethton Carter County Animal Shelter (ECCAS), located at 135 Sycamore Shoals Drive, is a Carter County department dedicated to improving the health and wellbeing of companion animals in Carter County, Tennessee. ECCAS employs dedicated staff who oversee shelter operations, animal control, and pet adoptions in the community. We do not accept feral animals, wildlife or farm animals. We are a small "no kill" shelter. Just like a hospital, nursing home or human shelter, when we are full, we are full. We do have a waiting list and, as we adopt pets out and have room, we will accept new animals.

Adoption Policy

The cost to adopt a cat is $50 and to adopt a dog is $60. The price includes spay or neuter, rabies and distemper/parvo/panluke vaccines, flea treatment, ear mite treatment and deworming. We are open 10:00-4:30 pm weekdays and 10:00-1:00 on Saturday. We are located at 135 Sycamore Shoals Drive, Elizabethton, TN, 37643. Local Directions: Turn at McDonalds (left from Johnson City, right from Food City) Go 0.6 miles, turn left on 400S/Watauga Hwy Go 1 mile, turn left on Sycamore Shoals Drive We are the 1st paved driveway on the left.
