Our Mission
Duplin County Animal Services protects animals and promotes responsible pet ownership through compassionate care, public education, and community partnerships.
Adoption Policy
Eligibility and Application:
Adopters must complete the official DCAS Adoption Application (available at the shelter or online).
Adopter must provide ID showing their correct physical address; must be photo ID.
Applicants must be at least 18 years old.
DCAS reserves the right to deny an application based on safety concerns, prior animal neglect/abuse, falsified information, or inability to provide adequate care.
Screening and Matching:
Staff will review applications and discuss the adopter’s home, lifestyle, experience, and expectations to recommend appropriate animals.
Home checks are required only when staff determines they are necessary (e.g., for special-needs animals, livestock, or if the animal has specific housing requirements).
DCAS will consider household composition (children, other pets), housing type and restrictions, and the adopter’s ability to meet medical and behavioral needs.
Medical Requirements and Fees:
All animals adopted through DCAS will be vaccinated and medically assessed prior to release. Necessary routine vaccinations are provided before adoption.
All adopted animals must be spayed or neutered. Sterilization will be completed by the county veterinarian . Exceptions require written approval from the county veterinarian.
Adoption fees (subject to change): Dog: $140 | Cat: $115. Fees include routine vaccines and basic spay/neuter with the county veterinarian.
Approved 501(c)(3) rescues pay the designated rescue pull fee (Dog: $25 or as posted) and must follow DCAS rescue protocols.
Adoption Process and Release:
Animals that are owner-surrendered or stray are held per state law (72-hour stray hold) before final adoption availability.
Upon approval, adopters complete and sign the adoption agreement, pay applicable fees, and receive a copy of medical records and microchip information (if applicable).
DCAS will provide post-adoption information including basic care.
