Our Mission
Shadow Cats TNR's mission is to establish and manage programs for the welfare of community cats, companion animals, and pet owners needing assistance, in collaboration with other rescue groups and shelters. We operate in Harford County, Maryland. We are a 100% volunteer organization, and our adoption program is foster-based.
