Our Mission

BLLAR is a nonprofit organization focused on rescuing stray, abandoned and abused animals domestically and internationally.
We have our own sanctuary based in Yaroslav Oblast, Russian Federation.

Our goal is to rescue and shelter, rehabilitate, home, and raise awareness of the ever-growing plight of stray and abused animals throughout Russia. The reality is that most are killed, tortured and abused, and some are rescued by BLLAR. Street dogs are euthanized every day because the government considers them a nuisance, and tortured by citizens out of boredom or for fun.

We help the neediest ones - seniors, blind, paralyzed, ill tempered, and tripods. Some have been residents since the sanctuary establishment in 2020 and will remain lifelong residents.

Our mission at BLLAR is as follows:
• maintain a no-kill refuge that will provide a shelter for unwanted animals until a time that they may be adopted to qualified homes;
• provide long-term care for those animals not appropriate for adoption;
• provide foster homes for those animals unable to live in a shelter;
• provide necessary veterinary care;?
• improve the temperament of those animals who are ill-tempered by training programs;
• aid in the rescue and rehabilitation of abused and abandoned animals; ?
• place rescued and homeless animals into permanent adoptive homes; ?
• advocate for animal welfare in the community

Adoption Policy

Every person has to fill out an adoption application.
Application is checked to see if the information on the application is a match for a dog
If it is a match, all references, including veterinarian are checked
Adoption coordinator contacts potential adopter to discuss in more detail dog characteristics and specifics of the household
Home visit is scheduled
Adopter can now meet the dog
Contract is signed upon transfer of the dog.
