Shira is a beautiful Sable who has obviously already had a litter of pups! She was found as a stray but had a chip. When the shelter called the owners, they said they had kept the puppies and did not want Shira!! Evidently, they just let her loose and didn&#39;t care! How can people do this?<br/><br/>She is super-friendly to all the people she meets She rides well in the car and was a perfect passenger in our volunteer&#39;s car when she was rescued.
