Six years old and weighing 53 pounds, Carter has been with us since 2018, surviving the harsh conditions of the beaches with his sibling and mom, Jade. Now, just over five years later, Carter is still waiting for his special home.<br/><br/>Carter is a unique and wonderful dog. He makes friends with every dog he meets and serves as the greeter at our boarding facility. Every dog loves to hang out with him, and he's an integral part of our dog testing team. Despite his incredible friendliness with other dogs, Carter is terrified of humans, which makes finding a foster or adopter challenging.<br/><br/>Carter continues to live happily in boarding, where he has lots of friends and is a staff favorite. He's learned the routines and cohabitates peacefully with humans, but he prefers to keep his distance. While Carter is available for foster or adoption, it's essential to understand and respect his limitations. He thrives in an environment where he can be around other dogs and follow a consistent routine.<br/><br/>Carter's journey from the beaches of Puerto Rico to our rescue is a testament to his resilience and spirit.
