    ~~The HCAC ADOPTION PROCESS~~

    Our adoption process is designed to identify the right PET for each adopter. All potential adopters  (1)MUST FILL OUT AN APPLICATION, which will be reviewed by the Director of Adoptions.

    We try to make the adoption process easy, clear, pleasant and fast. The questions on the application are not meant to be invasive but rather to help us determine if the pet will fit into your family so the adoption will be a permanent one.   ** Please note- Staff members have the right at any time to decline an adoption, even after you have been approved. We also must adopt on a first come first to adopt basis, once approved. This is to minimize Euthanizing and to make space for other homeless pets in our shelter and fosters homes. **

    After an adopter is approved for adoption, they will be required to (2)SIGN A CONTRACT which covers basic care and responsible ownership terms. This contract will also require that the dog being adopted be spayed/ neutered within 30 days of adoption if not already done. This is REQUIRED BY LAW when adopting from an animal shelter and follow ups are made to be sure that it is done.

    The adopters will then (3)PAY AN ADOPTION FEE AND TAKE THEIR NEW PET HOME! Our fees for dogs are $75 when the dog has not been spayed/neutered and $150 if the dog has been spayed/neutered. These fees are NON-REFUNDABLE, and include a donation towards the adoption program to help defray the costs associated with feeding, grooming, vaccinations, medications, housing, attending adoption events, spaying or neutering, and other necessary care. We depend on these fees and donations to cover these costs as we are a non-profit government organization. Although adoption fees are needed to run our shelter, they also serve another purpose. The decision to get a pet should be made very carefully. Adopters need to be ready and willing to pay for necessary costs of owning an animal, such as veterinary care, licensing, food, and more. If an adoption fee causes the prospective pet owner concern, then he or she may not be prepared to make the financial commitment required of responsible pet owners. (HSUS)

    Lastly, to finalize the adoption, (4)THE ADOPTER IS REQUIRED TO SEND A COPY OF THE BILL OR A SPAY/NEUTER CERTIFICATE FROM THE VETS OFFICE FOR PROOF that the dog they adopted was spayed or neutered within the 30days after adoption or at 6months of age for a puppy!

    All dogs are vaccinated with Rabies, Distemper/Parvo(DHLPP) and Bordetella (kennel cough), dewormed with Panacur or Pyrantyl, and treated with Frontline(flea and tick treatment if needed). This is done immediately upon intake unless unable due to illness or injury. In these instances they are provided vet care (when possible) or quarantine until they are healthy enough to be vaccinated. Our dogs are NOT seen by a vet before adoption. Puppies are quarantined for one week after arrival/vaccination before being posted for adoption availability and are placed in foster care immediately. ATTN RESCUES: We are more than happy to work with rescues to find placements for our animals. However, heartworm testing and health certificates are not provided.

    When possible, Shelter volunteers and staff evaluate each animal through regular interaction at the shelter or in foster care. This interaction gives us a better understanding of the animal’s reaction to new situations and people thus allowing us to tell the potential adopter as much as possible about the animal. We can also advise the adopter if a specific animal will be suitable for the adopter’s family. Animals are social creatures that thrive when they are treated as part of the adopting family and they should have access to the same indoor living quarters as their caretakers.

    We adopt to the nearby West Virginia, Virginia, Maryland, and Pennsylvania regions. We do not ship any animals; Adopters must be willing to come meet their new pets!!!

    We try to schedule Adoption Events in both Hagerstown MD and Frederick, MD every two-three weeks. This has drastically dropped our euthanasia rate and has helped us place many animals in great homes. This has also decreased the length of time the dogs are sitting in our shelter, which can cause depression and sickness for the dogs.  Our average adoption rate in one year is around 420 dogs and we currently spay/neuter two dogs a week.  We follow up on our adoptions to make sure that the public is also spaying and neutering any dog that was adopted out before it was spayed or neutered.  With every adoption we hand out information from local low cost spay and neuter programs, in an effort to control the animal population! What is the point of our job if we cant make a difference?

    Donations are always in need and are greatly appreciated to help defray costs with our spaying and neutering efforts! If you dont have the finances to donate you can also help by volunteering to walk our dogs or by donating some of our most purchased items such as Cat food, dog food, Dog and cat crates, Leashes, tie outs, food and water bowls, kitty litter, PUPPY PEE PADS or old newspaper, cleaning supplies such as Paper Towels, Bleach, and Pine Sol. Also old blankets, sweatshirts, towels etc., provide some great bedding for our animals.
