IN LOVING MEMORY...
Dearest Olivia...
Olivia came to Jefferson County Animal Control 18 months ago when her owner was moving and could not take her. Physically, she was in terrible condition with most of her hair missing from a flea allergy and untreated skin condition. She was also underfed and full of worms. Olivia had lost her will to live and she was an empty shell of a dog. The light in her eyes was gone. Just a few days later the shelter was contacted by a citizen from a neighboring county. She had just lost one of her beloved dogs and was looking for a chow-type dog that needed help. It seemed like fate and when this wonderful person came to meet Olivia, we knew it was meant to be. Olivia started the final chapter in her life with a bath, medications and daily massages with aloe skin cream. In her eyes she had been taken from the depths of despair into a life that most dogs can only dream of. Slowly she responded to this new-found love and care. Her spirits continued to improve and so did her health. Her hair slowly grew back and she enjoyed her new family and new life. Olivia was a gentle soul, who gave back the love her family showed her tenfold. She was diagnosed with severe hip dysplasia and her owner was saving up the funds needed for her hip replacement surgery. Pre-operative blood work showed that something was not quite right with Olivia and that the years of neglect she suffered at the hands of her previous owner had taken a permanent toll on her body's organs. On April 4, Olivia was enjoying a sunny day outside when she collapsed from heart failure. Her necropsy showed that her heart was "a mess", which the veterinarian attributed to long term neglect and starvation. Sadly, all the love in the world couldn't save Olivia. Olivia's owners are devastated. Olivia was a member of the family.
The staff and volunteer at Jefferson County Animal Control wish to extend our deepest sympathy to Olivia's family during their time of grief. We are deeply saddened by the loss of Olivia as well but we also know that thanks to her wonderful adoptive family, Olivia lived the best 18 months of her entire life and she, no doubt, died a very happy dog.

Who We Are
Jefferson County Animal Shelter is a kill shelter located in the tip of the Eastern Panhandle of WV, near Harper's Ferry and Charles Town. The shelter had a very high kill rate until June of 2006, when they started working with a volunteer to move as many adoptable dogs as possible into rescue. From June 2006 through December 2006, more than 100 dogs were adopted or taken into rescue. This marked a 75% reduction in the shelter's euthanasia rate!
How You Can Help
Please consider making a donation to the Happy Whiskers Animal Assistance Vet Care Assistance Fund, formerly known just as the "Vet Care Assistance Fund". On a larger scale, Happy Whiskers Animal Assistance is a newly formed rescue organization being started by one of the shelter's volunteers. Money to treat injured dogs at the shelter comes directly out of this fund. We are in the process of obtaining Federal 501c3 nonprofit status so that all donations to this fund will be tax deductible. Happy Whiskers also hopes to provide rescue and spay/neuter assistance to citizens of Jefferson County once they obtain their 501c3 status.
The Jefferson County Animal Shelter is finally allowed to provide vet care for injured dogs at the shelter but can only spend $75/dog. Puppies with Parvo are not allowed to be treated. Donations are used to cover the additional cost of emergency vetting that the County will not pay, vaccines for incoming puppies as well as treatment for Parvo. We have saved many dogs and puppies thanks to donations from citizens and rescue groups.
The shelter needs your help to be able to continue doing this. Please click on the PayPal link above and donate any amount towards vet care for the dogs at the shelter. Monies received will be spent on emergency vet care, vaccinations, medications and wormer for the dogs at the shelter. Donations will be tax deductible for tax year 2008, once we obtain 501c3 status, and the money goes into an account managed by our volunteer.
You can also check out our merchandise available in our Cafe Press store. The merchandise features shelter dogs and helps to promote shelter adoptions. All proceeds from the sale of this merchandise go towards vet care for the shelter dogs.
Adopting A Friend
Adoption fee is $20 and there is no charge for approved rescues that want to pull a dog. All dogs are held for a 5 business-day period regardless of whether or not they are an owner surrender. The dogs can be released for adoption or rescue the day following their fifth day. If there is no adopter or rescue interest during their initial 5 days, the dog can be euthanized. If there is adoption or rescue interest during the initial 5 days, the dog will be held for an additional 5 days so that the adopter can pick up the dog or transport can be arranged for dogs going into rescue. This means that it is VERY important that you contact the shelter, or the shelter's volunteer, and express your interest in a particular dog prior to the end of its initial five days. The shelter has limited volunteer resources but most of the time the volunteer can help with transports for dogs going into rescue. You can contact the shelter's volunteer at

The shelter is located just north of Ranson, WV in the Eastern Panhandle of West Virginia.
- From Charles Town, follow Route 9 west through Ranson to Old Leetown Pike on your left. Guy's auto dealership will be on your right side. Turn left on Old Leetown Pike and proceed approximately 3 miles. Just past the Jefferson County Fair Grounds make a right on Poor Farm Road and continue past the Animal Welfare Society of Jefferson County. The shelter is about 1/4 mile on the left side of the road.
- From Martinsburg, follow Route 9 to Kearneysville. At the stop light in Kearneysville, make a right on Leetown Pike. Sheetz will be on your left. Continue on Leetown Pike into the town of Leetown. Make a left on Old Leetown Pike. Make a left on Poor Farm Road. Animal Welfare Society of Jefferson County will be on your left. The shelter is about 1/4 mile back on the left side of the road.
