Founded in 1892, the Norfolk Society for the Prevention of Cruelty to Animals stands as one of the country's oldest shelters for unwanted, abandoned and mistreated animals. The Norfolk SPCA receives no federal, state or local government funding and relies on a staff of 40, many volunteers, community support, private donations and fundraisers to provide food, shelter, medical care and love to thousands of animals brought to us annually.
Low-Cost Spay/Neuter & Wellness Clinic
The Norfolk SPCA now offers low-cost vaccinations, tests and flea and heartworm prevention through our wellness clinic and are available to the public with no income requirements, limits or restrictions.

Adoption Policies
The Norfolk SPCA adopts to applicants who reside in these Virginia cities:
Norfolk, Virginia Beach, Chesapeake, Suffolk, Portsmouth, Newport News and Hampton. Out-of-area adoptions will be evaluated on an individual basis.
Out of area breed rescue groups will also be evaluated on an individual basis.
The adoption fee includes spay/neuter surgery, microchipping and current vaccinations.
After You Adopt
Every animal adopted by the Norfolk SPCA leaves our shelter spayed or neutered and is up-to-date on it's shots, but we want you to be protected against high Veterinary bills should your new pet develop an unexpected health problem. You can alleviate the financial stress associated with your pet’s unexpected medical expenses and generate funds for our shelter at the same time!
