What makes the Rocky Mount Animal Control/Shelter different from other government run shelters?

The answer is a combination of personnel and city supervision. The Rocky Mount Animal Shelter is a division of the Police Department but the Animal Control/Shelter personnel are civilian. Our policy is to hold dogs and cats for seven days when picked up stray or at large instead of the three days required by state law. We also do not have a set time or day of week for euthanization. We pride ourselves on the fact that we only put down when we have to. Unfortunately however it is still way to often. We receive full support from our supervisors as long as we remain fiscally responsible.

In other news Rocky Mount has just passed a revised Animal Control ordinance. It adds Animal Cruelty issues such as no water, shelter, short leads, etc. as city ordinances. It also incorporates a new escalating fines system and moves the enforcement of Animal Permits for more than two dogs and/or two cats under Animal Control. The new ordinance was made more specific so as to remove any misunderstandings.

The staff of the Rocky Mount Animal Shelter are wholly dedicated to the care and well being of all animals. It is our desire that all are treated humanely and given the love and attention they deserve. It is for this reason that we enforce all city, state, and federal animal control laws professionally and fairly. We listen and show respect to each person we come in contact with.

Our adoption fee is $45.00. The pups younger than 4 months are given a parvo only shot and 1 worm treatment. Rabies shots are required and are the responsibility of the new family. We also require that all females and males adopted be spayed or neutered, this also is the responsibility of the new owners.

    Adoption Guidelines

  • The adoption for an animal that will place the home of adoption over the two dogs and/or two cats city ordinance limit must have an animal permit
  • All applicants must be at least 18 years of age and have a valid picture ID.
  • All animals shall receive any inoculations required by law within seven (7) days of the adoption. Failure to show proof of these services shall result in the immediate seizure of the animal.
  • All dogs shall be listed on county property taxes as required by law.
  • If the adopter lives in rental or public housing, the facility must allow pets and the adopter shall supply landlord or manager's name and phone number for verification.
  • The adopter shall familiarize themselves with all their local ordinances, state statutes, or federal laws pertaining to their animals. -- This information is available at http://www.ci.rocky-mount.nc.us under shortcuts/municipal codes and http://www.ncga.state.nc.us under state statutes.
  • The adopter shall pay the adoption fee of $45.00 by check or cash at the time of adoption. Checks that are returned for insufficient funds will result in a thirty $25.00 service fee, plus the amount of the adoption, due in cash or money order within seven (7) days. Failure to pay this fee and the original adoption fees will result in seizure of the animal.
  • If the animal being adopted is a female/male, the adopter by signing this agreement, guarantees that such animal will be sterilized within 30 days or show proof a sterilization surgery has been scheduled due the veterinarian being booked up. Failure to follow this requirement will result in the seizure of the animal in question and a forfeiture of all paid fees.
  • You may not adopt an animal for someone else (This does not pertain to parents adopting animals for their children as long as they are aware they are responsible for the animal not their child.)
  • Persons who are suspected of being under the influence of alcohol or drugs cannot adopt.
  • Persons who have been convicted of dog fighting, animal cruelty or have excessive animal ordinance violations cannot adopt.
  • You must receive ample income from legal means to properly take care of your new pet.
  • Aggressive animals, considered dogs that by breed or temperament are typically used for guard purposes or dog fighting, shall require a 24 hour minimum waiting period for a background check and site visit. The Rocky Mount Animal Shelter does not adopt Pitt Bull dogs to the public.

    We are between the Tar River bridge and the 64 By Pass bridge.

    If you are coming from the direction of Raleigh, just take 64 East.
    Once you cross the I95 Off/ON ramps
    start counting until you get to the 5th off ramp for Rocky Mount.
    The exit # is 469 and the sign will say N. Church Street, Centura Blvd., and Bus. 301.
    At the bottom of the off ramp go straight across and you will be in our driveway.

    If you are coming to us from I95 North or South
    simply take the 64 By Pass exit East bound
    and follow the above direction beginning as you cross I95.

    If you are coming from the East
    take 64 By Pass West bound until you reach the Rocky Mount exits.
    Once you get to them take the 3rd exit which is # 469 also.
    Take a right under the over pass and turn left at the 1st stop light and you will be in our driveway.

    If you ever get lost feel free to stop a Police Officer
    or call the Police Department at (252)972-1411.
    We work through the Police Department and any of our coworkers will be glad to assist you.
    Our hours are 8:30am to 5:00pm Monday through Friday.
    We usually break for lunch around noon
    but if you call first thing the day you want to come we may be able to work something out.
