After nine long months of killing homeless and lost animals' by the incompetent team of Davis and Barth, Jim Bickhart and Citygate FINALLY have a job description and announcement for the new General Manager of LAAS (it's author was Chad Jackson.) A source inside the Mayor's office who works closely with Jim Bickhart sent the PDF it to us, and now we're passing it on to YOU!
READ THE JOB ANNOUNCEMENT by going to www.AnimalDefense.com and clicking on the "campaigns" button. Then click on the icon under the current campaign button that reads "Stop The Killing" campaign. Open the PDF that says "Los Angeles Animal Services-Statement of Qualifications and Duties."
COPY THE ADDRESS AT THE TOP OF THE PAGE OF THE PDF AND THEN FORWARD THIS PDF TO ANY AND ALL ANIMAL FRIENDLY WEB SITES, BULLITIN BOARDS, SHELTERS, RESCUERS AND VOLUNTEERS AND ASK THEM TO CROSS POST IT.
THIS JOB ANNOUNCEMENT NEEDS TO GET OUT NATIONALLY, TO AS MANY CANDIDATES AS POSSIBLE.
But WHY is Citygate giving candidates who want to apply so little time? February 19th as a proposed cut off date for applications is ridiculous; it's less then three weeks away and the job announcement hasn't even been publicly circulated yet! Sometime in March for the applications to be filed would at least give candidates time to FIND OUT that LA is looking for a progressive, humane, No-Kill GM and apply if they choose.
We must hold the Mayor, Jim Bickhart and Citygate accountable during the recruitment process every step of the way. Tracking where and when the job announcement is posted by Citygate is VITAL since getting this announcement out to as many progressive, humane, No-Kill candidates as possible is a VERY IMPORTANT step in the recruitment process. We need to make CERTAIN Citygate posts the job announcement on ALL the progressive web sites and bulletin boards candidates may read-ASAP (OR WE NEED TO DO IT OURSELVES!)
Then we must ask, "WHY is Citygate keeping the process of recruiting a new General Manager for LAAS 'closed' to everyone but themselves and Jim Bickhart?" This is unacceptable, especially when we know that CityGate is still in the 'dark ages' of animal control. Citygate Senior Associates like Michael Ross and Richard Carlson (below) "balk" at the term No-Kill and say it's not possible in a large city like LA.
If Ross or Carlson knew ANYTHING at all about progressive sheltering, they would know that the size of the city is irrelevant, as cities that have more people also have more resources available to them. In fact, Los Angeles is one of the best-funded animal shelter systems in the country. In fact, Los Angeles City shelters take in less animals per capita than the national average and less animals than communities like Reno, Nevada, which are saving about 90% of their homeless animals.
Jim Bickhart and Citygate are going to be the ONLY ones who will know and decide on their own (without any input from progressive shelter leaders or a respected search committee,) who applied and which of these candidates will be forwarded to the City of LA for their consideration. Why is this process being kept 'closed?'
WE are the ones paying to run the department of LAAS; WE are the ones who are the stakeholders in this (along with the animals.) The humane community should NOT be shut out of this process!

Just to let you know a little bit about WHO may be involved in this 'closed' process, below are biography's off the Citygate web site of two associates that say they have "animal control" backgrounds!
Michael Ross, MA
Senior Associate
"Mr. Ross has over thirty-five years of public management experience and served with the Contra Costa County Animal Services Department as its Administrative Officer and Director for over twenty years. He is a specialist in all aspects of animal control services including program management, staff development, budgeting, labor relations, personnel administration, supervision, and training. Mr. Ross served as President of the California Animal Control Directors Association. He also served as Chairman of the Association’s Legislative Committee. Mr. Ross earned his B.A. and M.A. at Sacramento State University and holds a Community College Teaching Certificate in Government and Business Administration."

Here are REAL stats for Mike Ross' former shelter (Contra Costa County where he says he spent 20+ years,) this is his legacy:
1. Dog and cat intake was 13,652. Of those, 5,101 (37.4%) were labeled "unhealthy & untreatable." You don't need to be at a shelter more than a few minutes to know that NOWHERE NEAR 1/3 of the animals are so unhealthy and untreatable as to get that label which means they are doomed. So we start with major --I have a Potty Mouth-- in their stats, as they build their excuse for their euthanasia. Blame the animals, just like the other --I have a Potty Mouth-- shelters.
2. The 5,485 euthanasia is 40.2% of intake!
Yeah, this is a senior associate at CityGate Associates; the head hunting firm the Mayor and Jim Bickhart chose to recruit candidates for the General Manager position at LAAS,(as long as we want to make sure animals keep getting killed and the public stays unhappy.)
All ADL-LA can say is that we never heard of anything good coming out of Contra Costa Animal Control; and the fact that Ross was President of CACDA is HORRIBLE. CACDA is old school animal control through and through. (CACDA) stands for California Animal Control Directors' Association. It is an association of established animal control directors, by established animal control directors, for established animal control directors. Its mission statement is conveniently vague, including nothing about bringing innovation to "animal control." CACDA protects and perpetuates the status quo.
Richard Carson, MPA
Senior Associate
"Mr. Carson has over thirty years experience as a manager in city, county, regional and state government. Mr. Carson's last position was director of Clark County's Community Development Department where he managed 160 staff, with a $17 million budget and was responsible for reviewing and inspecting almost $600 million a year in new construction. His staff included planning, engineering, building, the fire marshal, code enforcement, and animal control. Mr. Carson was also the director of planning for the Portland metropolitan area's regional planning agency (METRO) which covered 1.2 million people, 24 cities and three counties. This included land use, open space and solid waste management planning. Mr. Carson holds a Master of Public Administration from Lewis and Clark College in Portland, and is currently a doctorate student at Washington State University. Mr. Carson is a noted writer and speaker, and has published over 100 essays in major publications like Public Management, Planning, Urban Land, Architecture, and Business America. Mr. Carson was recently featured in the Public Broadcasting System documentary "Making Sense of Place."

Richard has LOTS of government bureaucracy stuff in his bio, and one happens to be "animal control." Carson is NOT a leader in reducing euthanasia, increasing community awareness or knowing about the progressive "shelters" throughout the Nation.
DO YOU REALLY WANT THESE MEN TO BE IN CHARGE OF, AND TO KEEP SECRET FROM THE PUBLIC, THE NAMES OF THE CANDIDATES WHO APPLY AND WHICH OF THESE CANDIDATES ULTIMATELY GETS FORWARDED TO THE CITY OF LA TO BE CONSIDERED FOR GM SPOT?
Steven Harman below appears to be the senior associate at Citygate assigned to this "search." If he confers with his colleague's Ross and Carson, and shares their same opinion of "animal control" and balks at No Kill, this search will be a COMPLETE AND UTTER SCAM.
We are asking YOU to do everything in your power to NOT let that happen and to help make sure the process of recruiting a progressive, humane, No-Kill GM for LAAS be made much more transparent.
The ENTIRE NATION'S EYES ARE UPON THIS SEARCH. If Villaraigosa wants a job in politics in the future, we should all be committed to exposing Villaraigosa's legacy of catch-and-kill unless he does what is BEST FOR THE ANIMALS THIS TIME AROUND.

"We need to make sure every animal lover, every animal welfare group, every rescue group, every animal rights advocate who wants a voice in the selection of the next GM is allowed to meet the candidates in an open forum, where they can publicly ask questions. This forum should be a town hall meeting where each candidate gets to share their philosophy about sheltering, how they intend to hold staff accountable, and what they will do to end the killing of Los Angeles animals. After every candidate has had a turn at the microphone, the candidates should take and answer questions from the public. Then each group can openly advocate for the candidate they prefer.
It appears that not even those on the designated 'search committee' who Steve Harman spoke with personally are going to be involved in knowing who applies and information about the applicants! Jim Bickhart and Citygate are the ONLY ones who are going to be privy to this very important information!
The Mayor and his staff have betrayed the animals time and time again. Without the involvement of those who love animals, (whether it be the humane community in a public forum, or the search committee or better yet a group of progressive No-Kill shelter leaders,) we'll be letting the same people select the same kind of GM for LAAS. And we'll get the same people doing the same kind of killing.
No more of the same!
The recruitment of a progressive, humane No Kill GM should NOT be a "closed process" left up to a head hunting firm that is known for being 'Old School'. Furthermore, the date for applications to be filed with Mr. Harman should be set back to March; and lastly, Citygate needs to let the entire humane community know what web sites, job announcement bulletin boards and magazines this job announcement will be posted in."
