How To Start an Anti-Cruelty Program

Cumberland SPCA

How - To - Steps

The Sweep Program affects various departments under city jurisdiction. Contact the department heads and explain how the program will assist them. A number of zoning violations, housing code issues, sanitary conditions, un-licensed animals and illegal activities were uncovered by house-to-house inspections.

The following departments were involved:

The Housing Authority
Health Department
Dog and Cat Licensing Department Police Department Animal Control Officer

Since the Cumberland County SPCA cruelty agents developed a good rapport with the police department, the Sweep Program evolved from that relationship.
